Why now

Awareness is not literacy, and regulators know it.

Most people have used an AI tool; far fewer can use one well, safely, and with judgment. The EU AI Act’s Article 4 makes a sufficient level of AI literacy a legal obligation for providers and deployers of AI systems, and Article 4 has applied since February 2, 2025.
